[Straits Times] Lack of safety features in flat a concern

I READ with great concern last Saturday's article ("Rescuers' only thought was to save toddler").
What concerns me is that there are not enough safety features in an HDB flat to prevent a young child from falling over the ledge, as this episode has shown.
Yes, it is not acceptable for the mother of two-year-old Naurah Fitria Auni to leave her alone in the flat while she accompanied her other daughter to pre-school. However, one can also understand why the mother did not want to wake the child, who was fast asleep at the time.
It is extremely unfortunate that this episode happened.
It was reported that the two construction workers, Mr Subramanian Shanmuganathan and Mr Ponnan Muthukumar, were presented with the Public Spiritedness Award and $100 worth of supermarket vouchers for their brave act.
Is this sum all that we can offer these two men for the bravery they have shown?
Although the duo never expected to be rewarded, surely Singapore can afford to be more magnanimous.
